What this amendment would do

SA 4855, submitted by Mr. Padilla, aims to add a new section to title IV of S. Con. Res. 33.

The purpose of this amendment is to create a point of order in the Senate. This would stop the consideration of:

  • A bill or joint resolution reported under section 2002.
  • An amendment to such a bill or joint resolution.
  • A conference report on such a bill or joint resolution.
  • An amendment between the Houses regarding such a bill or joint resolution.

This restriction applies if the legislation provides funding to a Federal agency that already has unobligated funds from one or more previous reconciliation bills.

The amendment also states that this point of order can only be waived, suspended, or sustained on appeal with an affirmative vote of three-fifths of the Senate Members.
