What this amendment would do

SA 4216, submitted by Mr. Padilla, aims to add a section to bill H.R. 6938 regarding the Regional Clean Hydrogen Hubs Program of the Department of Energy.

The purpose of this amendment is to:

Stop agencies or entities from terminating, renegotiating, rescoping, or refusing to fund future budget periods of a covered award just because it no longer meets agency priorities or program goals.
Require the reinstatement of any covered award that was terminated between September 30, 2024, and the date the Act is enacted if it was terminated for no longer effectuating agency priorities or program goals.
Ensure that any reinstated award is brought back under its previous terms and conditions.
