What this amendment would do

SA 4069 is an amendment to bill H.R. 4016, which deals with appropriations for the Department of Defense for the fiscal year ending September 30, 2026.

The amendment aims to make the following changes:

  • It cancels Executive Order 14251 and Executive Order 14343, both of which relate to exclusions from Federal labor-management relations programs. It also prohibits the use of Federal funds to carry out these orders.

  • It ensures that any collective bargaining agreement between a Federal executive branch agency and a labor organization that was in effect as of March 26, 2025, remains in full force through the end of the agreement's stated term.
