What this amendment would do

SA 3872 is an amendment proposed by Mr. Van Hollen, Ms. Alsobrooks, Mr. Durbin, and Mr. Padilla. It is intended to be added to amendment SA 3748 for bill S. 2296.

The purpose of this amendment is to add Section 515, which requires the consent of specific officials for certain full-time National Guard duty performed in a state, territory, or the District of Columbia.

It aims to change section 502(f) of title 32, United States Code, to ensure that operations or missions requested by the President or Secretary of Defense have the consent of:

  • The chief executive officer of each State where the operations or missions occur.
  • The Mayor of the District of Columbia if the operations or missions take place there.
