What this amendment would do

SA 3754, submitted by Mr. Daines, is an amendment to bill S. 2296. This bill deals with appropriations for fiscal year 2026 for the Department of Defense, military construction, and defense activities of the Department of Energy.

The purpose of this amendment is to change how interest is handled regarding funds provided to the Federal Communications Commission under section 5404 of the Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025.

Specifically, it aims to:

  • Stop the Secretary of the Treasury from charging interest on these funds.

  • Require the Secretary of the Treasury to return any interest already collected to the Federal Communications Commission.

  • End the obligation of the Federal Communications Commission to pay any unpaid interest that has already accrued on these funds.
