What this amendment would do

This amendment aims to update and expand the Community Development Banking and Financial Institutions Act of 1994 and the Housing Act of 1949. Its primary purpose is to improve how community development financial institutions (CDFIs) access capital and provide more support for underserved populations.

Key Changes and Additions:

  • Accountability: It requires the Secretary of the Treasury (or a designee) to testify annually before specific House and Senate committees regarding the operations of the Fund.

  • CDFI Bond Guarantee Program: It establishes the CDFI Bond Guarantee Program Improvement Act of 2025, which sets a minimum guarantee amount of $25 million and a yearly total limit of $1 billion. It also extends the program's expiration date.

  • Liquidity Support: It expands how the Fund can provide assistance to enhance liquidity, such as purchasing loans or providing credit enhancements. It increases certain funding limits from $5 million to $20 million and outlines how emergency capital investment funds should be deposited and used.

  • Native CDFI Relending Program: It creates a set-aside of up to $50 million per year for direct loans to Native community development financial institutions. This program focuses on increasing homeownership for Indian Tribes, Alaska Native communities, and Native Hawaiian communities, specifically prioritizing those on priority Tribal land.

  • Support and Oversight: The amendment adds requirements for reporting and evaluations to ensure these programs are effective. It also provides for operational support grants and $1 million annually for outreach and technical assistance from 2025 through 2027.
