What this amendment would do
SA 3727 is an amendment proposed by Mr. Peters and Mr. Daines to be added to bill S. 2296. The purpose of this amendment is to require the Secretary of Energy to conduct a study and create a plan regarding the possibility of creating a national strategic propane reserve.
This reserve would be separate from the Strategic Petroleum Reserve. The amendment aims to add a requirement for the Secretary of Energy to perform the following actions:
-
Conduct a Study: Within 180 days of the Act, the Secretary of Energy and the Administrator of the Energy Information Administration must study if a national strategic propane reserve is feasible and effective. This includes looking at the supply chain, risks of disruptions, storage locations, infrastructure needs, triggers for releasing propane, and the impact on consumers like the Armed Forces and agricultural producers.
-
Provide Recommendations: The study must conclude with recommendations on whether a reserve should be established and the best way to do it.
-
Develop a Plan: Within 180 days after the study is finished, the Secretary must create a plan to implement those recommendations.
-
Coordinate and Report: The Secretary is encouraged to work with the propane industry and must submit the final study and plan to the House Committee on Energy and Commerce and the Senate Committee on Energy and Natural Resources.
-
Protect Information: The Secretary must ensure that any published reports redact classified information to protect national security and energy reliability.
