What this amendment would do
This amendment, submitted by Mr. Young and Mr. Padilla, aims to add a new section to bill S. 2296 to create the Web of Biological Data.
The purpose of this addition is to:
- Establish a centralized data resource via a grant to a National Laboratory to help biological research using advanced computational methods like artificial intelligence.
- Create a research and development program focused on how to generate, store, curate, and manage biological data.
- Provide a single point of entry for researchers to access biological data, specifically those funded by the Federal Government.
- Implement a two-phase rollout: Phase I focuses on testing an initial version with specific data subtypes, and Phase II expands the Web for United States researchers to include various biological data types and bioinformatic tools.
- Set up an advisory board consisting of 12 members from industry, academia, National Laboratories, and Federal agencies to oversee the project.
- Ensure security through tiered cybersecurity safeguards, access controls, and biannual independent assessments, including restrictions on data sharing with adversarial countries or those without reciprocal sharing agreements.
- Authorize funding of $50,000,000 for each of the first two years, followed by $200,000,000 for each of the next three years.
