What this amendment would do

This amendment aims to add a new section to bill S. 2296 regarding benefit-cost analysis on certain relocations. Its purpose is to prevent a Federal agency from carrying out a covered relocation unless specific analysis and review steps are completed first.

The amendment adds the following requirements:

  • Agency Requirements: Before submitting a relocation proposal to the Office of Management and Budget or other reviewing entity, the agency must conduct a benefit-cost analysis and submit an unredacted report of those findings to its Office of Inspector General.

  • Report Details: The analysis must follow guidelines from Office of Management and Budget Circular A-4 (as of September 17, 2003). The report must include:

    • Anticipated outcomes and improvements.
    • Metrics for measurement and an employee engagement plan.
    • A list of stakeholders and an assessment of how the move affects them.
    • A strategy covering staffing, financial needs, timelines, and risk mitigation.
    • An analysis of how the move affects the agency's ability to carry out its mission.
  • Oversight and Transparency: The agency must make the report public (excluding proprietary or confidential information). The Office of Inspector General must then review the report and submit its own findings to specific House and Senate committees within 90 days.

  • Scope: This applies to covered relocations, which include moves or "administrative redelegation of function" affecting more than the lesser of 5 percent or 100 employees of the agency.
