What this amendment would do
SA 3552, submitted by Ms. Slotkin, aims to add a new section to title 49 of the United States Code to prevent civil unmanned aircraft systems from entering certain restricted areas.
The amendment proposes the following changes and additions:
-
Geo-fencing Requirements: It requires the FAA Administrator and the Secretary of Defense to create rules ensuring civil unmanned aircraft systems use active geo-fencing technology. This technology must automatically stop drones from entering areas around national security sensitive facilities, such as military installations, industrial manufacturing locations, and critical infrastructure.
-
Manufacturer and Operator Obligations: Manufacturers and operators must equip civil unmanned aircraft systems with this technology and keep the geographic boundary data updated.
-
Point of Sale Registration: Retailers must register every unmanned aircraft system at the point of sale to allow for the identification of operators.
-
Exceptions: The Secretary of Defense and the Administrator will create procedures for exceptions regarding government-authorized systems. The amendment does not limit Department of Defense operations of unmanned aircraft systems.
