What this amendment would do
This amendment aims to add a new section to the bill to create a pilot program for a secure, mobile personal health record. The purpose is to allow active duty members of the Armed Forces who are in the Transition Assistance Program to use a specific health record platform to collect their medical records before they separate from active duty.
Key Details of the Program
-
Implementation: The Secretary of Defense must start the program within 180 days of the Act's enactment and select at least one Armed Force to participate.
-
Contracting: The Secretary must use competitive procedures to hire an entity to provide the platform. A request for proposals must be issued within 60 days, and a contract awarded within 120 days if an acceptable offer is made.
-
Duration: The program will run for at least one year. After that, the Secretary can choose to end it, continue it, expand it, or use the platform across all Armed Forces in the Transition Assistance Program.
-
Funding: No new money is authorized for this; it must be paid for using funds already authorized for the Department of Defense.
-
Platform Requirements: The health record platform must be secure, have mobile and web capabilities, store records in the cloud, and be able to share data with the Department of Veterans Affairs or other care providers. It must also use specific high-level encryption (AES256 or better and RSA2048 or better).
