What this amendment would do

This amendment proposes to add two new chapters to the bill: the Kids Off Social Media Act and the Eyes on the Board Act of 2025.

Kids Off Social Media Act This part of the amendment focuses on restricting social media use for children and teens. Its main goals are:

  • Prohibiting children under 13 from creating or maintaining accounts on social media platforms. If a platform knows a user is under 13, it must terminate the account and delete their personal data.
  • Banning personalized recommendation systems for children and teens, except for specific data like device type, language, and location.
  • Establishing enforcement through the Federal Trade Commission (FTC) and State attorneys general.

Eyes on the Board Act of 2025 This part of the amendment updates the Children's Internet Protection Act to address social media in schools. Its main goals are:

  • Restricting school broadband subsidies by requiring elementary and secondary schools to certify that they prevent students from accessing social media platforms on supported devices and networks.
  • Implementing technology protection measures (filters) to block social media, while allowing exceptions for teacher-led instruction or school-sanctioned learning systems.
  • Creating a public database of school Internet safety policies managed by the Commission.
