What this amendment would do
This amendment, submitted by Mr. Cornyn and others, aims to modify the expedited review process for licenses related to advanced technologies involving Australia, the United Kingdom, and Canada.
The amendment seeks to change or add the following to the bill:
-
Expansion of Scope: It changes the focus from just "export licenses" to "licenses for exports and transfers." This includes reexport, retransfer, temporary import, or brokering of defense articles or services that happen within or between the United States, Australia, Canada, and the United Kingdom.
-
Addressing Inefficiencies: It expresses the sense of Congress that the President should work with the United Kingdom and Australia to create policies addressing International Traffic in Arms Regulations restrictions that may cause inefficiencies in defense repair, maintenance, and sustainment.
-
Accountability through Reporting: It requires the President to submit a report to the Speaker of the House, the Senate Majority Leader, and the appropriate congressional committees. This report must be submitted within 180 days of enactment and annually for 5 years, including:
- Progress on implementing the expedited decision-making process.
- The number of licenses issued.
- A list of the defense articles and services for which licenses were issued.
- 7/31/2025
- 5 Cosponsors added.
