What this amendment would do

SA 3340 aims to add a new section to the bill regarding the review and reporting of national security sensitive sites for real estate transaction reviews by the Committee on Foreign Investment in the United States.

The amendment intends to change and add the following:

  • Creation of a List: It allows the Committee to create a regulated list of U.S. Government facilities and property that are sensitive for national security reasons, which can include National Laboratories and certain intelligence community facilities.

  • Reporting Requirements: It requires the addition of a list of all notices, declarations, reviews, or investigations of covered transactions involving these sensitive sites.

  • Accountability and Briefings: The chairperson must certify that the list of sites considers recommended updates and must provide classified briefings to requested Members of Congress and their cleared staff.

  • Annual Reviews: Each member of the Committee must review the sensitive facilities and property of their represented agency by January 31 each year and submit a report with any recommended updates to the chairperson.
