What this amendment would do

SA 3330, submitted by Mr. Schiff, aims to change the text of section 215(c) paragraph (1) of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023.

The purpose of this amendment is to codify defense material priority areas for the Distributed Bioindustrial Manufacturing Program. It adds a specific list of materials for research, including:

  • Polymers
  • Coatings
  • Resins
  • Commodity chemicals
  • Food and food ingredients, such as nutritionally complete proteins
  • Fuel and energy feedstocks
  • Fitness related biomaterials, such as performance nutrition and resilience products
  • Fabrication materials, including high performance fibers, polymers, and resins
  • Firepower materials, including precursors for energetics and munitions
  • Pharmaceutical biologics and associated precursor materials
  • Other materials with fragile supply chains

The amendment also states that this list does not limit the authority of the Secretary of Defense to support other bioindustrial manufacturing activities authorized by law.
