What this amendment would do
SA 3327, submitted by Mr. Kaine, aims to add a section to title X of bill S. 2296. Its purpose is to require the Administrator of the Federal Aviation Administration, working with the Secretary of Defense, to create and issue a strategic plan for "covered operators" to retrofit aircraft with ADS-B In equipment to improve safety.
The amendment adds requirements for the Administrator to:
- Outline the process for installing the equipment.
- Consult with stakeholders, including labor organizations, aviation safety experts, original equipment manufacturers, covered operators, and industry trade associations.
- List special considerations, such as aircraft supporting national security missions for the United States.
- Describe the required equipment and estimate costs for completing the retrofitting over 4-year and 8-year periods.
The "covered operators" include public aircraft owners/operators, military operators in the national airspace system, general aviation operators, and specific air carriers.
