What this amendment would do
SA 3216 is an amendment proposed by Mr. Marshall and Mr. Durbin to be added to bill S. 2296. Its purpose is to require the Secretary of Defense, while consulting with the Secretary of the Treasury, to provide Congress with a report regarding credit and debit card user fees charged to veterans and caregivers at MWR facilities and commissary stores.
The amendment aims to add Section 629 to the bill, which mandates a report within 180 days of the Act's enactment. This report must include the following details from the previous fiscal year:
- The total expenses and fees paid by the Department of the Treasury for credit and debit card networks and transaction processing at these facilities.
- A list of all credit and debit card networks paid by the Treasury, as well as the top 10 credit and debit card issuers receiving the most fees.
- The total user fees charged to specific groups, including caregivers, family caregivers, veterans with service-connected disabilities, former prisoners of war, Medal of Honor recipients, and Purple Heart recipients.
- The total amount of fees reimbursed to the Treasury by issuers and networks to prevent these individuals from being charged user fees.
