What this amendment would do
SA 3212, submitted by Mr. Marshall, aims to add a new section (SEC. 2850) to bill S. 2296. This addition is intended to stop the Department of Defense from using funds in fiscal year 2026 to cut staffing or mission capabilities at military medical treatment facilities located inside the United States.
The amendment changes the bill by requiring the Secretary of Defense to first provide a cost-benefit analysis to the Comptroller General and the House and Senate Committees on Armed Services. This analysis must include:
- The average daily patient load.
- Estimated savings from the reductions.
- Estimated costs to transfer functions to Veterans Affairs facilities or private TRICARE health care facilities.
- Costs to maintain infrastructure that the Secretary intends to close, convert to outpatient care, or use for non-medical purposes.
- Estimated increases in transportation costs for patients.
- A list of non-Department of Defense medical facilities within 20 miles providing similar care.
- A plan for how to handle medical equipment and other assets.
- An assessment of how the reduction affects military readiness.
Additionally, the amendment requires the Comptroller General to provide an independent assessment of this cost-benefit analysis within 30 days of its submission.
