What this amendment would do
SA 3166, submitted by Mr. Warner and Mr. Kaine, aims to add a section regarding Virginia Peninsula Coastal Storm Risk Management to bill S. 2296.
The purpose of this amendment is to allow the Secretary of the Army to use water resources development investigation funds to analyze measures that benefit Federal land managed by another Federal agency at full Federal expense. This is part of a feasibility study for navigation, ecosystem restoration, and flood risk management in Coastal Virginia.
The amendment also includes the following provisions:
-
It does not stop a Federal agency with jurisdiction over land in the study area from contributing funds toward the cost of analyzing measures that benefit that land.
-
It does not stop the Secretary from using investigation funds to create measures to reduce risk to a military installation, provided the non-Federal interest shares the cost as required for the study.
-
It does not waive cost-sharing requirements for Federal agencies regarding the construction of projects or separable elements resulting from the study.
