What this amendment would do

Amendment No. 3411 was proposed by Ms. Collins as a substitute amendment to H.R. 3944. Its purpose was to integrate a series of other amendments and funding adjustments into the appropriations bill.

The amendment aimed to change or add the following to the bill:

Veterans Affairs and Healthcare

  • Reports and Accountability: Requires reports on the use of third-party contractors for medical disability exams, veterans participating in housing choice voucher programs, and the funding backlog for State homes for veterans.
  • Funding and Services: Allocates $6.356 billion for telehealth and $709.573 million for opioid prevention and treatment. It also provides $36.879 million for the Intimate Partner Violence Assistance Program.
  • Operational Changes: Requires the National Cemetery Administration to continue customer service surveys and maintain a public spreadsheet of interment schedule availability.
  • Oversight: Limits the use of funds to cancel contracts exceeding $10 million without notifying Congress and requires a report on the implementation of VA staffing models.

Agriculture and Rural Development

  • Research and Pest Control: Appropriates $500,000 for industrial hemp fiber research and $500,000 for cereal research to mitigate mycotoxin risks. It also allocates $6.5 million for the control of Mormon crickets and grasshoppers.
  • Reporting: Requires reports on New World screwworm readiness and an assessment of expanding agricultural quarantine and inspection programs in Hawaii.
  • Rural Support: Increases funding for rural decentralized water systems and the Healthy Fluid Milk Incentives Program.

General Provisions

  • Cancellations: Strikes a provision relating to hemp.
  • Military Facilities: Requires reports on the capacity and infrastructure of the General Leonard Wood Army Community Hospital and the condition of military family housing at Fort Leonard Wood, Missouri.
  • Medical Center: Requires a briefing on the timeline for constructing a new VA medical center in Reno, Nevada.
