What this amendment would do
SA 3114, submitted by Mr. MERKLEY, is an amendment to bill H.R. 3944. This bill focuses on appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2026.
The purpose of this amendment is to add a rescission limitation. It aims to ensure that no funds provided under any division of this Act, or any other appropriation Act for fiscal year 2026, can be rescinded unless the rescission is done through an appropriation Act.
