What this amendment would do

SA 3109, submitted by Mr. Schumer, Mr. Blumenthal, and Mr. Schatz, aims to add a new section to bill S. 2296.

The purpose of this amendment is to stop the Department of Defense from using any funds authorized or available for fiscal year 2026 for the following activities regarding presidential airlift options:

  • Procurement
  • Modification
  • Restoration
  • Maintenance

These restrictions apply specifically to any aircraft that was previously owned by a foreign government, an entity controlled by a foreign government, or a representative of a foreign government.
