What this amendment would do

This amendment, submitted by Mr. Kaine, aims to add a new subtitle to bill S. 2296 called the Caribbean Basin Security Initiative Authorization Act. Its purpose is to authorize the Secretary of State and the Administrator of the United States Agency for International Development to run a security initiative in specific beneficiary countries.

The amendment seeks to add the following to the bill:

Purposes of the Initiative

  • Promoting citizen safety, security, and the rule of law through strategic engagement with local governments and civil society.
  • Countering local gangs and transnational criminal organizations through aerial and maritime cooperation, border and port security, and targeting the finances of these groups.
  • Building capacity in law enforcement and justice sectors to combat corruption, money laundering, and various types of trafficking.
  • Promoting crime prevention for vulnerable populations and at-risk youth via education, workforce training, and juvenile justice reform.
  • Increasing the resilience of the security sector to respond to natural disasters.
  • Countering the malign influence of authoritarian regimes, including China, Russia, Iran, Venezuela, Nicaragua, and Cuba.
  • Creating a public diplomacy strategy to inform citizens in beneficiary countries about U.S. assistance.

Funding and Accountability

  • Authorizing $88,000,000 for each fiscal year from 2026 through 2030.
  • Requiring an implementation plan and a strategy for natural disaster response within 180 days of enactment.
  • Mandating annual progress updates to congressional committees, including funding statistics broken down by country.

Beneficiary Countries

  • The initiative applies to Antigua and Barbuda, the Bahamas, Barbados, Dominica, the Dominican Republic, Grenada, Guyana, Jamaica, Saint Lucia, Saint Kitts and Nevis, Saint Vincent and the Grenadines, Suriname, and Trinidad and Tobago.
