What this amendment would do
Mr. Kaine submitted SA 3074, which aims to add a new title to bill S. 2296 called the Protecting Global Fisheries Act of 2025. The purpose of this amendment is to combat illegal, unreported, or unregulated fishing and the trade of endangered species.
The amendment seeks to add the following to the bill:
-
International Cooperation: It establishes a U.S. policy to work with friendly countries and international institutions. It directs the Secretary of State to use U.S. influence to deploy cutting edge technology and hold people or entities accountable, specifically focusing on the harmful actions of the People's Republic of China. It also allows the President to urge the United Nations to take more action.
-
Sanctions Authority: It gives the President the power to impose sanctions on foreign persons or vessels involved in illegal fishing or the trade of endangered species. These sanctions can include:
- Blocking property and interests in property.
- Denying visas or revoking travel documents.
- Prohibiting U.S. financial institutions from providing loans or credits.
- Prohibiting certain foreign exchange transactions.
-
Accountability and Oversight: The President must submit an annual report on the use of these sanctions to specific House and Senate committees.
-
Exceptions: The amendment provides exceptions for national security activities, certain international agreements, the safety of crews and vessels, and most humanitarian assistance (though this does not cover food obtained through illegal fishing).
