What this amendment would do

SA 3039, submitted by Mr. Kaine and Mr. Warner, aims to add a section to bill S. 2296 regarding drinking water well replacement for Chincoteague, Virginia.

The purpose of this amendment is to allow the Administrator of the National Aeronautics and Space Administration (NASA) to make an agreement with the Town of Chincoteague for up to five years. This agreement is for the reimbursement of costs related to:

  • The development of a plan to remove drinking water wells currently on NASA-administered property.
  • The establishment of alternative drinking water wells on property controlled by the Town of Chincoteague through ownership, lease, or easement.

The agreement must include, as much as possible, the relocation of the three remaining wells, the location of the new site, and the estimated costs for construction, permitting, design, engineering, and the use or purchase of property.

To keep things transparent, the NASA Administrator must submit any agreement made to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Science, Space, and Technology of the House of Representatives within 18 months after the Act is enacted.
