What this amendment would do

SA 3019, submitted by Mr. Merkley and others, aims to add a Limitation on Rescissions and Deferrals to bill H.R. 3944.

The purpose of this amendment is to change how funds are handled for departments or agencies funded in any appropriations Act for fiscal year 2026. Specifically, it aims to:

  • Stop the application of authorities found in sections 1012 through 1017 of the Impoundment Control Act (Title X of P.L. 93-344).
  • Require that any rescissions or deferrals of these funds be handled only through annual Congressional appropriations legislation.
