What this amendment would do

This amendment proposes the addition of the Mapping America's Pharmaceutical Supply Act (or MAPS Act) to bill S. 2296. Its purpose is to identify and monitor the supply chains of critical medicines to protect public health and national security.

The amendment aims to add the following requirements to the bill:

  • Essential Medicines List: The Secretary of Health and Human Services must maintain and regularly update a list of essential medicines. This includes drugs critical for military preparedness, those at high risk of shortage, those used for chronic conditions, and those needed to respond to chemical, biological, radiological, or nuclear threats.

  • Risk Assessment: The government must conduct a comprehensive risk assessment of the supply chains for these essential medicines. This assessment looks for reliance on high-risk foreign suppliers, domestic manufacturing capabilities, and cybersecurity threats.

  • Supply Chain Mapping: The Secretary must coordinate efforts to visualize the entire supply chain of these drugs, from raw materials to distribution, and use data analytics to find vulnerabilities.

  • Reporting and Accountability:

    • The Secretary must submit annual reports on risk assessments and supply chain mapping to Congress.
    • The Secretary of Defense must provide reports every 180 days listing all drugs purchased by the Department of Defense that were manufactured in or sourced key materials from the People's Republic of China.
