What this amendment would do

SA 2917, submitted by Mr. Schatz, aims to add a requirement for a report on how United States sanctions affect the militaries of certain adversaries to bill S. 2296.

The purpose of this amendment is to have the Secretary of Defense, working with the Secretary of State and the Secretary of the Treasury, provide an analysis to the Senate and House Committees on Armed Services regarding sanctions on the armed forces and proxy forces of the Islamic Republic of Iran and the Russian Federation.

The report must include:

  • An assessment of how sanctions impacted the overall readiness of these armed forces and how they reorganized to fix readiness gaps.

  • An assessment of the domestic defense industrial bases in both countries since 2018, whether those bases can meet the demands of their armed forces, and which military technology areas were halted or stunted.

  • A description of how sanctions affected the ability of proxy forces to perform extraterritorial operations and what alternative support sources they used.

  • The Department of Defense assessment on whether these sanctions meaningfully deterred aggression from Iran or Russia.
