What this amendment would do
SA 2912, submitted by Mr. Schatz, aims to add a requirement for a report to Congress regarding the increase of Coast Guard presence and operations in the Indo-Pacific region.
The purpose of this amendment is to have the Secretary of Defense, along with several other officials, outline the benefits of increased Coast Guard operations in the Western Pacific region regarding United States security and defense objectives.
The report must include the following:
-
Risk Assessments: This covers the risks to U.S. defense and security interests if Coast Guard capabilities are not fully used given the maritime activities of the People's Republic of China, as well as risks to Department of Defense operations and strategic maritime interests if the Coast Guard is not fully staffed and equipped in the Western Pacific.
-
Opportunity Costs: This looks at the cost of using other Department of Defense capabilities to handle threats typically managed by the Coast Guard, such as illicit drug and fentanyl trafficking, and the cost of not expanding Coast Guard cooperation and presence in the Pacific Islands, South Asia, and Southeast Asia.
-
Department of Defense Needs: An assessment of what the Department of Defense would need to achieve regional security goals if the Coast Guard does not significantly expand its presence in the Indo-Pacific region.
