What this amendment would do

SA 2910, submitted by Mr. Schatz, aims to add a section to bill S. 2296 that requires the Secretary of State to create a report. This report must assess if it is feasible and advisable to start a United States-based public-private sponsored security dialogue called the Pacific Islands Security Dialogue.

The purpose of this dialogue would be to jointly explore and discuss issues that affect the national security, diplomatic, and economic interests of the Pacific Islands.

The required report must include:

  • A review of the Department of State's ability to participate and the funding modalities available to finance the dialogue.
  • A survey of Pacific Island countries regarding their interest and potential topics for discussion.
  • An assessment of potential U.S. locations and dates that would maximize participation.
  • An evaluation of any legal, statutory, or administrative limits that might prevent the dialogue.
  • An analysis of how the dialogue would advance the Boe Declaration on Regional Security, the National Security Strategy of the United States, and the Pacific Partnership Strategy of the United States.
  • An evaluation of how it could amplify the work of existing regional organizations, such as the Pacific Environmental Security Forum and the Pacific Island Forum.

Additionally, the Secretary of State may consult with the Secretary of Defense and evaluate lessons from the Department of Defense Regional Centers for Security Studies.
