What this amendment would do
SA 2907, submitted by Mr. Schatz, aims to add a new section (SEC. 334) to bill S. 2296. The purpose of this addition is to require the Secretary of Defense, working with the Secretary of State, to provide a report to Congress within one year of the Act's enactment.
The amendment focuses on the following requirements for the report:
-
Risk Assessments: An evaluation of risks from submerged maritime vessels, surface and subsurface explosive ordnance hazards, and related hazards in the Indo-Pacific region. This includes looking at unexploded hazards where construction projects are expected and threats to critical infrastructure in Pacific Island countries and territories, such as hospitals, bridges, ports, and airports.
-
Partnership Authorities: An assessment of the authorities that allow the Department to work with police forces or militaries of Pacific Island countries to remove underwater and surface explosive ordnance.
-
Survey Value: An assessment of how a region-wide survey of unexploded ordnance in the Indo-Pacific region would benefit Department activities, security cooperation, and operations that support United States security and defense interests.
