What this amendment would do
SA 2905, submitted by Mr. Schatz, aims to add a new section (SEC. 228) to bill S. 2296 regarding hardware-enabled governance mechanisms for export control enforcement.
The purpose of this amendment is to ensure advanced chips are not exported in violation of United States export controls. It requires the Under Secretary of Defense for Research and Engineering, working with the Under Secretary of Commerce for Industry and Security, to start research and development on these mechanisms within 90 days of the Act's enactment.
The research may include:
- Tamper-resistant chip location verification
- High-bandwidth communication bottlenecking
- On-chip metering and licensing
- Tamper-resistant or tamper-evident encasing
Additionally, the Under Secretary of Defense for Research and Engineering must provide a briefing to the House and Senate Committees on Armed Services within one year to recommend future steps for implementing these mechanisms.
