What this amendment would do
SA 2902, submitted by Mr. Schatz, aims to add a new section to title III of bill S. 2296. This amendment requires the Secretary of Defense to create a report on how extreme weather hazards impact energy and water utilities at Department of Defense installations in the Indo-Pacific region.
The purpose of this amendment is to require the Secretary of Defense to provide a report to the Senate and House Committees on Armed Services within one year of the Act's enactment.
The report must include:
-
A categorized list of extreme weather incidents or malfunctions that caused major disruptions to water or energy services at Indo-Pacific installations.
-
An assessment of installations at unique risk for utility disruptions due to extreme weather and the mitigating actions taken to reduce those risks.
-
A list of statutes and administrative policies that the Secretary finds inhibit installation commanders from developing resilience strategies or preparing for utility vulnerabilities.
-
An assessment regarding how the design of utility infrastructure for future installations is being adjusted for extreme weather events.
