What this amendment would do
SA 2900, submitted by Mr. Schatz, aims to add a section to bill S. 2296 focused on Artificial Intelligence Reliability Research for Defense.
The amendment requires the Director of the Defense Advanced Research Projects Agency to work with other Federal agencies to do the following:
-
Identify research work streams to allow for stronger evaluations of AI models before they are deployed. This includes analyzing model internals, finding hidden behaviors that might hurt mission effectiveness, and protecting systems from side-channel attacks and physical tampering.
-
Start the research, development, and review of hardware security, mechanistic interpretability, and advanced techniques to assess how reliable AI models are.
The amendment also states that the Director must share findings with the scientific community, provided it does not hurt national security interests or compromise classified information.
Finally, the Director must give Congress a report within one year detailing the results of these activities and providing recommendations for more research.
