What this amendment would do

The proposed amendment, known as the Rescissions Act of 2025, aims to permanently cancel specific amounts of budget authority. This action is based on a special message sent by the President to Congress on June 3, 2025, regarding the rescission of budget authority under the Congressional Budget and Impoundment Control Act of 1974.

The amendment seeks to change the bill by replacing the matter proposed in Senate amendment No. 2853 with a specific list of funding cuts. These cuts target unobligated balances across various accounts, including:

  • International Contributions and Peacekeeping: Rescinding funds from contributions to international organizations and peacekeeping activities.
  • Foreign Assistance: Cutting funds for migration and refugee assistance, the Democracy Fund, the Complex Crises Fund, and development assistance.
  • Regional and Targeted Aid: Rescinding funds for assistance in Europe, Eurasia, and Central Asia, as well as international disaster assistance.
  • Agency Operations and Independent Foundations: Cutting operating expenses for the USAID and funding for the Inter-American Foundation and the United States African Development Foundation.
  • Public Broadcasting: Rescinding specific amounts from the Corporation for Public Broadcasting for fiscal years 2026 and 2027.

The amendment includes specific protections to ensure that certain contributions and assistance levels do not fall below designated minimums, such as funding for NATO, Ukraine, the United Nations Children's Fund, and various food security and water programs.
