What this amendment would do

This amendment, proposed by Mr. Thune for Mr. Schmitt, aims to change bill H.R. 4 by replacing its contents with the Rescissions Act of 2025. The purpose of this amendment is to cancel, or rescind, specific budget authority based on a special message sent by the President to Congress on June 3, 2025.

The amendment seeks to take away unobligated balances from various funds, including:

  • International Organizations: Funding for contributions and peacekeeping activities from 2024 and 2025 acts.
  • Bilateral Economic Assistance: Money for global health programs, the Complex Crises Fund, Democracy Fund, Economic Support Fund, Development Assistance, assistance for Europe, Eurasia and Central Asia, International Disaster Assistance, and Transition Initiatives.
  • Agency and Program Funding: Funds for Migration and Refugee Assistance, USAID operating expenses, the Inter-American Foundation, United States African Development Foundation, and the United States Institute of Peace.
  • Multilateral Assistance: Contributions to the Clean Technology Fund and other international organizations and programs.
  • Public Broadcasting: All amounts made available for the Corporation for Public Broadcasting for fiscal years 2026 and 2027.

The amendment includes specific rules to protect certain funds from being rescinded, such as:

  • Programs for HIV/AIDS, Tuberculosis, Malaria, Nutrition, and Maternal and Child Health (though family planning and reproductive health programs are not protected).
  • Assistance to Jordan, Egypt, and the Countering PRC Influence Fund.
  • Feed the Future Innovation Labs.
  • Commodity-based food aid, specifically the Food for Peace program and the McGovern-Dole International Food for Education and Child Nutrition Program.
