What this amendment would do
Here is what is going on with this amendment, folks. Mr. Padilla put forward an amendment called SA 2850 to be added to the bill H.R. 1, which sets up an Election Security Grant Fund in the United States Treasury.
The main goal here is to take $1,000,000,000 of the Russian sovereign assets that were seized and move that money straight into this new fund.
What It Aims to Change or Add
- The amendment adds a brand new Title X to the Help America Vote Act of 2002.
- It sets up an Election Security Grant Program so the Commission can make payments to each State every fiscal year.
- The annual payment amount for the program is set at $100,000,000.
- States must use these funds to improve the administration of elections for Federal office, enhance election technology, and make election security improvements.
- States are forbidden from using the money to pay for litigation costs (unless specifically permitted) or for paying any judgment.
- States must agree to follow specific requirements, such as putting the money into a State election fund, providing a 20 percent state share of funds within 2 years, and submitting quarterly financial reports and annual progress reports.
