What this amendment would do
This amendment changes section 40005 of the bill by adding special appropriations for Mars missions, Artemis missions, and the Moon to Mars program. It provides $9,995,000,000 in total funding for fiscal year 2025 to the Administration, which stays available until September 30, 2032.
The funding is broken down into specific categories to hold officials accountable for how taxpayer money is spent:
- $700,000,000 for a high-performance Mars telecommunications orbiter.
- $2,600,000,000 for the Gateway program.
- $4,100,000,000 for the Space Launch System for Artemis Missions IV and V.
- $20,000,000 for the Orion multi-purpose crew vehicle.
- $1,250,000,000 for operations of the International Space Station.
- $1,000,000,000 for infrastructure improvements at specific manned spaceflight centers in Mississippi, Florida, Texas, Alabama, and Louisiana.
- $325,000,000 to fulfill a specific NASA contract issued on June 26, 2024.
The amendment also sets strict timelines for when these funds must be spent. At least 50 percent of the total funds must be obligated by September 30, 2028, 100 percent of the funds must be obligated by September 30, 2029, and all associated outlays must happen by September 30, 2034.
