What this amendment would do

As folks who want to hold our elected officials accountable, we need to know what our leaders are trying to do with our hard-earned money and the laws they propose. This amendment, numbered SA 2153, was submitted by Ms. Rosen along with several other Senators.

The main purpose of this amendment is to set up a deficit-neutral reserve fund relating to prohibiting the imposition of tariffs that would increase housing costs.

What It Aims to Change or Add

The amendment aims to allow the Chairman of the Committee on the Budget of the Senate to make changes and adjustments to certain budget allocations, aggregates, and the pay-as-you-go ledger.

These adjustments can be made for bills, joint resolutions, amendments, and other legislative items relating to prohibiting the imposition of tariffs under emergency authority on critical homebuilding materials. The text notes that these materials may include items imported from Canada and Mexico.

The key catch that protects the public purse is that any such legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
