What this amendment would do

Mr. Kaine submitted this amendment, numbered SA 2068, to the concurrent resolution for the congressional budget for fiscal year 2025. Common sense tells us that the folks we vote into office need to be held accountable for keeping education affordable, and this amendment is all about setting aside money to make sure that doesn't fall apart.

  • The amendment creates a deficit-neutral reserve fund relating to preventing a Pell Grant shortfall.

  • It allows the Chairman of the Committee on the Budget of the Senate to change budget allocations and adjustments.

  • These changes are meant for legislation that prevents a funding shortfall for the Pell Grant program.

  • The goal is to stop the Pell Grant program from entering a budget shortfall that would cause cuts or changes that harm low- and middle-income students most.

  • Any legislation using this fund must not increase the deficit over the total period of fiscal years 2025 through 2034.
