What this amendment would do
Mr. Kaine submitted amendment SA 2066 to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.
The Purpose and Changes
The purpose of this amendment is to create a point of order in the Senate against tax cuts for the wealthy if significant new import sales taxes have been imposed on middle-class households.
Specifically, the amendment aims to add a rule that makes it out of order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that cuts taxes for taxpayers with an adjusted gross income of more than $1,000,000,000. This restriction applies if the Congressional Budget Office determines that the average impact on the purchasing power of a household in the United States resulting from changes in duties on imported goods during the preceding 12 months exceeds $3,000.
Additionally, the amendment sets rules for how this point of order can be bypassed. It states that this rule may be waived or suspended in the Senate only by an affirmative vote of three-fifths of the Members, duly chosen and sworn. Furthermore, an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, is required to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
