What this amendment would do

MR. KAINE submitted amendment SA 2065 to set up a deficit-neutral reserve fund that supports voluntary conservation agriculture.

This amendment aims to allow the Chairman of the Senate Committee on the Budget to change budget allocations, aggregates, and pay-as-you-go ledgers for legislation relating to programs that support voluntary conservation agriculture. This includes programs established under Public Law 117-169, which is commonly known as the Inflation Reduction Act of 2022.

The main rule for this change is that the new legislation cannot increase the deficit over the total period of fiscal years 2025 through 2034.
