What this amendment would do
Mr. Kaine submitted amendment SA 2064 to the concurrent resolution on the budget. In plain English, the purpose of this amendment is to create a deficit-neutral reserve fund.
What It Aims to Change or Add
The amendment allows the Chairman of the Senate Committee on the Budget to adjust budget allocations and levels for legislation that supports access to Head Start and Early Head Start programs. Specifically, this includes providing resources to undo the harm caused by the Federal funding freeze ordered in January 2025.
To keep our elected officials accountable, the text explicitly requires that any legislation using these funds would not increase the deficit over the total period of fiscal years 2025 through 2034.
