What this amendment would do
Here is the straight talk on what Senator Daines is trying to do with this amendment. It sets up a deficit-neutral reserve fund in the budget.
The whole point of this is to allow the Chairman of the Senate Committee on the Budget to change budget numbers and ledger amounts for legislation that permanently stops a tax increase of more than $4,000,000,000,000 on American workers, families, farmers, and small businesses.
To make this happen, the future legislation can enhance provisions found in Public Law 115-97, which is commonly called the Tax Cuts and Jobs Act.
There is a strict rule attached to this to keep folks accountable: the legislation cannot increase the deficit over the total period of fiscal years 2025 through 2029 or fiscal years 2025 through 2034.
