What this amendment would do

Mr. Kaine submitted amendment numbered SA 1892, which was proposed to the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 congressional budget.

Purpose of the Amendment

The main goal of this amendment is to hold the line on education funding by creating a specific rule in the Senate. Common sense tells us that if we want good schools, we need good teachers, and this amendment aims to protect the programs that train them.

What It Changes or Adds

  • Creates a point of order in the Senate against considering any bill, joint resolution, motion, amendment, or conference report that would eliminate or reduce programs supporting high-quality teacher and school leader preparation.

  • Sets a strict rule that this new point of order can only be waived or suspended by a three-fifths vote of the chosen and sworn members of the Senate.

  • Requires that same three-fifths vote of the Senate to sustain an appeal of the ruling of the Chair on this point of order.
