MR. KAINE submitted amendment numbered SA 1890 to the concurrent resolution H. Con. Res. 14 for the fiscal year 2025 budget.

Purpose and Changes

  • The purpose of this amendment is to create a deficit-neutral reserve fund relating to ensuring that DOGE does not prevent Americans from access to their earned Social Security benefits.

  • It aims to allow the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger.

  • These adjustments are for legislation relating to customer service at the Social Security Administration, which may include reversing harmful staff cuts and field office closures currently underway.

  • The changes are allowed provided that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
