What this amendment would do
Mr. Kaine submitted this amendment, known as SA 1887, to the concurrent resolution for the congressional budget.
- It aims to create a deficit-neutral reserve fund relating to support for shellfish growers to deal with losses due to changing ocean conditions.
- It allows the Chairman of the Committee on the Budget of the Senate to change allocations, aggregates, and other levels in the resolution.
- It allows the Chairman to make adjustments to the pay-as-you-go ledger for bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports that provide support for shellfish growers.
- This support may include help to deal with financial losses due to changing ocean conditions, as long as the legislation does not increase the deficit over the total of fiscal years 2025 through 2034.
