What this amendment would do
This amendment, numbered SA 1815, was submitted by Mr. Welch and Mr. Schatz for the fiscal year 2025 congressional budget resolution.
The purpose of the amendment is to create a new rule in the Senate. It aims to add a point of order that stops the Senate from considering any bill, joint resolution, motion, amendment, or conference report that would ban the Associated Press from the White House press pool and other official events.
To get around this rule and allow such legislation to be considered, it would require a three-fifths affirmative vote of the Senators chosen and sworn. That same three-fifths vote would also be needed to sustain an appeal if someone challenges the ruling of the Chair regarding this point of order.
