What this amendment would do
Mr. Coons, along with a group of other Senators, submitted amendment SA 1807 to the concurrent resolution establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth appropriate budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to create a deficit-neutral reserve fund relating to upholding the rule of law.
- This fund may include ensuring that the executive branch complies with an order of a court of the United States until that order is vacated, reversed, stayed, or otherwise modified through subsequent litigation.
- It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger for related legislation.
- The condition for these adjustments is that the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
