What this amendment would do
Mr. Kaine submitted amendment SA 1804 to the concurrent resolution H. Con. Res. 14. In plain English, the purpose of this amendment is to create a rule in the Senate that makes it out of order to consider certain legislation that would mess with our national security programming handled by the United States Agency for International Development.
Changes and Additions to the Bill
The amendment aims to add a point of order to the bill. Specifically, it achieves the following:
-
Prohibits the Senate from considering any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would suspend, terminate, or curtail United States national security programming implemented by the United States Agency for International Development.
-
Requires an affirmative vote of three-fifths of the Members, duly chosen and sworn, to waive or suspend this rule in the Senate.
-
Requires an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, to sustain an appeal of the ruling of the Chair on a point of order raised under this new rule.
